Last week I learned that the Bega Cemetery on Princes Highway was not open until 1902 when it was first consecrated. Previous to that the burials were at the "Old Bega Cemetery. 
The following is a summary of what I learned
The Bega Cemetery(OLD) burials date from 1857. It was subdivided into various denominations, Roman Catholic, Church of England, Presbyterian, Wesleyan Methodists, Independents, and others.

The cemetery contained the remains of the majority of the people who died in the Bega area between 1857 and circa 1910. This included not only the Christian European pioneers of the Bega township and district but also a number of Chinese, Jews, and possibly some Aborigines. No comprehensive burial register or plan of burials was compiled, but from court records and historical accounts, it is believed that the actual number of internments in the cemetery was between 479 and 668. By 1947 all denominations had agreed to the removal of grave markers and their relocation of these to the new cemetery.

In 1902 the present Bega cemetery was consecrated and opened and from 1910 burials in the old cemetery were banned. However, some families did continue to bury their dead in family plots. From the 1920s to the 1940s the cemetery remained disused and was not maintained.

Other public buildings such as Central Railway Station and the Victorian markets had been built over cemeteries, and it appeared that building "over" could be one of the solutions because it was preferable not to disturb any graves that were on the site.

In 1943 the Commonwealth Government resumed the remainder of the site under the Bega Cemetery Act. This act outlined the procedures required prior to the clearance of the cemetery and the construction of the school.

All of the headstones were moved to the present Bega Cemetery location. The remains of the deceased were left at the Old Bega Cemetery where the High School now stands. Only, if a casket was found during the removal of the stones, were the remains moved to the new cemetery. 

Those that died prior to 1902 and were buried at Bega were buried in the Old Cemetery.

THE INQUEST ON THE LATE MR. COMMISSIONER KING. (From the Manaro Mercury.) THE coroner, Mr. H. Dawson, held an inquest at Mr. Gracie's Royal Hotel, Cooma, on Saturday morning, 27th January, touching the death of Mr. Commissioner Johnson George King, who was thrown out of a buggy and killed on 25th January. Constable W. Henry Dawson of Cooma, sworn : About half-past seven on Thursday evening, Mr. J. Inman McGufficke reported to me that two men were lying on the Pine Valley Road ; he said they were Mr. King and Mr. Blaxland ; I proceeded to the place, as directed by Mr. McGufficke ; I met Mr. Blaxland coming into Cooma about half a mile on the Cooma side of where Mr. King was lying ; Dr. Clifford arrived shortly afterwards, and pronounced Mr. King to be dead ; I found Mr. King lying on his back, Mr. Berigan of Seymour being there before, and having Mr. King on his lap ; the usual restoratives were used, and Dr. Clifford examined the body ; I received information that deceased had been riding in a buggy ; I examined the tracks, and found the buggy 
had gone over a stump near a culvert ; where deceased's body was lying, was twenty yards from where the wheels had gone over the culvert, the buggy apparently having gone over the stump whilst coming from Pine Valley to Cooma ; Mr. King must have been carried twenty yards, and I think he must have been carried on in front of the buggy, across the shafts ; the buggy was not capsized ; deceased was conveyed into Cooma ; I searched deceased, and found £4 5s. 7d, in money, a silver watch, gold chain and pendant, a gold ring, two sleeve-links, two books, and sundry other articles ; I examined the buggy this morning, and found the grey hairs produced. To Mr. McGregor, a juror : Mr. Blaxland was running along the road when I met him ; he seemed to be excited ; I asked Mr. Blaxland how far it was to where Mr. King was lying, and he said about two miles ; I asked Mr. Blaxland if he was certain, and he said he did not measure it ; and he said Mr. King was breathing very heavily ; I found deceased within half a mile of where I met Mr. Blaxland. To the foreman : Mr. Blaxland's back was covered with dust, and his excitement might have been caused by the accident. John Inman McGufficke of Mowenbah, sworn : I am a grazier ; on Thursday, 25th January, I was in Cooma ; I left some time after seven p.m. on that day for home ; I proceeded along the Pine Valley Road ; half-way up Cooma hill, about a mile from the Royal Hotel, I met a youngster riding ; he said, "go on ; there are two persons up there who will get wet ; you'll see them ;" I went three-hundred or four hundred yards further, and saw two men lying on the road ; I never got off my horse ; I believed both were dead I took one to be Mr. King, but did not know who the other was ; I returned for the police ; I informed the police, and went round for a doctor ; Mr. King was lying on one side of his face, and it seemed quite black ; I considered I might be doing harm by removing the bodies ; I could see Mr. King was quite black. To jurors : The boy is not here ; I noticed a little blood under Mr. King ; I never got off my horse to see whether Mr. King was alive or dead ; I thought both were dead ; Mr. Blaxland was lying a few feet from Mr. King ; both had apparently been thrown out of the buggy ; I examined the body when I returned the second time, and some one said, "you ought to have turned him ;" I felt his pulse, which was quite close. Fred. Blaxland, solicitor, Cooma, sworn : I drove Mr. Commissioner King from Cooma to my
place, thence to Pine Valley, on Thursday last ; we called at Pine Valley ; than we started on our way to town ; I was 
driving my buggy with one horse ; it was about six when we left Pine Valley ; I sustained an injury ; I started driving from Pine Valley, but when we got up a bit the deceased wanted to drive, and I changed places with him and gave him the reins ; as we came down the hill, where the track to may residence branches off, the horse, which has a trick of swerving off at a place he knows well, tried to turn off suddenly for his own road ; I felt a concussion as if the wheel had gone over something, and I do not know whether I was thrown out bodily or that I clung for some time to the buggy ; I cannot tell whether I lay there unconscious for some time or not ; I fell on my back or the side of my head ; I felt pains there ; I have a dim recollection of the buggy and horse flying in front of me, and cannot say what happened ; I went forward a few yards, saw Mr. King, whom I took to be dead, and dropped down myself ; the next thing I remember was hurrying into town for help and believe I met people on the road ; I cannot state how deceased was lying ; the fore axle of the buggy 
seems smashed, and other parts of it ; the horse is not injured beyond a few scratches ; Mr. King was driving when the accident happened ; I fell out on the near side of the buggy. To jurors : I am hurt in the back; I was horror struck when I saw the body and fell ; I left Cooma about half-past three ; deceased was perfectly sober. John Clifford, duly qualified medical practitioner of Cooma, sworn : I have made a post mortem examination of deceased ; the cause of death was asphyxia, caused by his being stunned and lying in a prone position ; deceased was bleeding from the nose, the face and tongue were swollen, and there were marks on both temples as if deceased had a fall ; there were two slight punctured wounds on the back of the head ; there was no fracture or other mark of violence of any kind ; I saw deceased on Thursday night, about a quarter to nine ; he had been dead for some time, and could not have lived more than four or five minutes
in the position he was in. To a juror : It might have been possible to save deceased if there had been skilled assistance ;
turning him over on his bank would not have of itself saved him. Verdict—"That the cause of death is asphyxia, the result of an accident." The remains of deceased were buried in the Church of England cemetery on Saturday afternoon, prayers 
at the grave being read by the Rev. Canon Druitt. There was a fair number of townspeople at the funeral.

SAD FATALITY.—DEATH OF MR. COMMISSIONER KING.—It is our painful duty to record the fact that on Thursday evening last Mr. Johnson George King, commissioner for conditional purchases, was thrown from his buggy near Cooma and killed. The intelligence was communicated by telegram from Mr. Inspector Meares to Captain, Zouch. superintendent of police, Goulburn, who received the message at nine p.m. On its becoming generally known next day a profound feeling of sorrow for the deceased and of sympathy for his bereaved widow and family was everywhere expressed. The news came as a shock to many to whom the manly upright character and pleasant manners of Mr. King had endeared him. His widow, hoping against hope, at first refused to believe that the report was true ; but a confirmatory telegram left no room for doubt. Mr. King was travelling on official duty in the Manaro district; and it is a sad coincidence that some eighteen months ago while travelling to hold a land inquiry court at Taralga, be was thrown from his buggy and received very serious injuries. His right arm was broken and his hip so seriously injured that he had not up to the time of his death recovered the proper use of the limb. He was laid up for a long time, and this second and fatal accident of a like nature seems on that account doubly shocking. Mr. King was a native of Tas-mania, about sixty years of age, and had had a varied experience. After several voyages to England, he entered the service of the Hudson's Bay Company, and was in charge of a station in their territory in North America. He subsequently came to New South Wales, and after considerable experience on the gold-fields he was appointed a sub-commissioner. Afterwards he was police-magistrate on the Richmond ; and on the constitution of the land inquiry courts he was appointed commissioner for the southern district, and stationed in Goulburn. He had been in the government service about twenty years, and during a residence of some six or seven years in Goulburn he had earned general respect and esteem, both in his official and private capacity. He was a man of good education, with a great fond-ness for literature, and previous to the accident which first happened to him he did good service as a member of the general and library committees of the mechanics' institute. Since his partial recovery also he has shown his interest in the institute in many ways. Mr. King was married to a daughter of Mr. Jenkins J.P. of Wollongong, and leaves a widow and three young children.

I don't think so. 

The NSW BDM Index shows he was born to Catherine I(sabella) McRae in Bombala with no father listed DOB 27/06/1883.  Catherine Isabella McRae subsequently married Henry John Alexander Clarke Snr 18/10/1886 in Nimmitabel.

Henry Augustine Clarke married Mary McDonald (DOB 1856 Delegate DOD 1922 Victoria) 20/10/1883 in Bombala.
